THE “DANGEROUS PRISONER” PRACTICE IS LEGALIZED TYRANNY

FASCISM IN TURKEY, THROUGH THE “DANGEROUS PRISONER” PRACTICE, INTENSIFIES ISOLATION AND PRESSURE ON REVOLUTIONARY PRISONERS

The greatest dream of imperialists and their collaborators is to eliminate all forms of resistance, revolutions, and struggles for independence across the world. They use prisons as a special policy toward this goal. They try to sever revolutionaries—who are the vanguard of the people—from their beliefs, values, and aims through isolation, constant pressure, and oppression in prisons.The use of prisons for this purpose is neither new in our country nor in the world. Exploitative ruling classes have used prisons and laws for this purpose in every period. Sometimes they achieved their desired results, sometimes they did not. The determining factor has been the stance of those subjected to oppression in the face of imperialist policies.Where there is no resistance, the imperialists succeed. Where there is resistance—even if they kill revolutionaries—they cannot force them into submission.In the history of our country’s prisons, both submission and resistance—and victories—have occurred.

THE “DANGEROUS PRISONER” PRACTICE IS LEGAL BUT NOT LEGITIMATE

It is a law of tyranny; it aims to take from prisoners everything humane, to impose imprisonment within imprisonment, dungeon within dungeon, cell within cell, isolation within isolation.We did not submit to the tyrannies of fascism, and we will not;We resisted, and we will resist. The “dangerous prisoner” category.

This status is defined in Article 25 of Law No. 5275 and refers to prisoners subjected to a special regime of execution. It declares that a convict deemed a serious threat to society, institution staff, or other inmates will be held under harsher, more isolated conditions.The law grants prison administrations extremely broad powers. For example, an inmate can be placed under “dangerous prisoner” status simply for refusing to comply with administrative sanctions, after which all rights can be taken away, they can be placed in a cell or transferred to a Well-Type Prison.

RIGHTS ARE SEIZED UNDER THE PRETEXT OF THE LAW

Rights such as phone calls, visits, exercise, even lawyer visits, can be easily taken away. The law says that if there is information, findings, or documents suggesting that coded messages are being passed to a terrorist or criminal organization, the prosecutor may request and the enforcement judge may decide that lawyer meetings be recorded, monitored, or restricted for three months. All documents exchanged may be confiscated. This can be done solely based on the administration’s claim that “there is information.”The law also states that those who do not comply with the “rehabilitation program” or who are deemed dangerous may be denied conditional release. But a revolutionary cannot be seen as “ill.”

Revolutionary ideas are rooted in the independence of the homeland and the freedom of the people. No one can define them as an illness. What is imposed here is a change of thought—an invitation to renounce revolutionary ideas and show regret.

“Dangerous prisoners” are also deprived of rights such as attending their relatives’ funerals or visiting seriously ill family members under conditions available to other prisoners.The law also restricts:• Telephone calls (monitored, recorded, or restricted),• Radio-TV access,• Mail (recorded and stored),• Group activities limited to no more than ten prisoners.

WELL-TYPE PRISONS ARE A POLICY TO FORCE REVOLUTIONARIES INTO SUBMISSION

Those first taken to Well-Type Prisons are revolutionaries. The Disciplinary Boards justify their decisions with reasons such as resistance, petitions, slogans, or opposing rights violations. These are used to declare prisoners “dangerous,” and then they are transferred to Well-Type Prisons.

The goal is to punish resistance, to punish the demand for rights, and to force prisoners to bow their heads—to silence them in the face of any action or sanction, to crush their identity, personality, and thoughts under the administration’s tyranny.

Many prisoners in Well-Type Prisons do not meet the law’s definition of “dangerous.” They are placed there despite having no ties to crimes such as terrorism, drugs, murder, mafia, or organized crime. This practice is aimed particularly at revolutionary prisoners—members of the People’s Front, Grup Yorum workers, TAYAD families. Because the essence of Well-Type Prisons is a policy designed against revolutionaries and the revolutionary struggle.

What the oligarchy could not achieve with the F-Type Prisons, it now tries to achieve with the Well-Type Prisons.

Revolutionaries have resisted in every period—in the 1980 military junta era, in the early 2000s during the F-Type Prison attacks. Those who chose submission ideologically rotted, morally decayed, and politically integrated into the system. We chose resistance, despite all the costs. We protected our ideology and political line.

Today we resist in the Well-Types. The resistance that began with indefinite hunger strikes has evolved into a death fast. As of 13 November 2025, Serkan Onur Yılmaz is on the 368th day of his death fast; Ayberk Demirdöğen is on the 248th day.

Where there is resistance, there is no defeat. In class struggles, those who submit are defeated; those who resist—even if they die—are not. Fascism will not achieve its goals by labelling revolutionaries as “dangerous prisoners” and implementing oppression through these laws. Because there is resistance—there are resisters.

Those who did not resist against the F-Types do not resist the Well-Types today. They lost their will to resist; they lost their freedom.

Karl Marx, when defining freedom, says: “Freedom is the comprehension of necessity.”

Necessity is resisting fascism, taking on the burden of struggle, being willing to pay the price. The ability to decide to resist is freedom, because it is the ability to reject all impositions of fascism.

Therefore, we say:

FREE PRISONERS CANNOT BE BROKEN BY OPPRESSION AND TYRANNY.

BECAUSE FREE PRISONERS POSSESS A TRADITION AND WILL OF RESISTANCE.
